Hotel “New York, New York” in Las Vegas doesn’t have the Twin Towers built into the Skyline…but the Hotel was open before 9/11. Why is that?

The property opened on January 3, 1997. The project, which was first announced in 1994, was a joint venture of MGM Grand Inc. and Primadonna Resorts.
After the September 11, 2001 attacks, people spontaneously sent various tributes to New York-New York, especially T-shirts from police, fire and rescue departments around the country. These are displayed along the fence in front of the "Lady Liberty" replica. Eventually, they added a permanent memorial. The twin towers of the World Trade Center have never been included in the skyscrapers depicted in the resort's facade; it is claimed[2] the facade is meant to represent New York City as it was in the nineteen-forties.

I’m just curious. Prior to 9/11 2001, the twin towers of the World Trade Center were among New York’s most famous landmarks; right up there with the Empire State Building and the Statue of Liberty.

I find it odd that when they constructed the New York New York Resort Casino here in Las Vegas, they did not include replicas of the twin towers. Wasn’t the Casino completed years before 9/11 2001? I wonder what would have happened had they included the twin towers. Do you think they would have felt the need to remodel after 9/11?
